I can see the convo between Dana White and Joe Silva over this one:
DW: We need to get Marcus back on track for the European market.
JS: I agree. He’s a staple of our cards over there.
DW: So who can we have him fight?
JS: Well it has to be someone he can beat spectacularly.
DW: Well our welterweight division is pretty deep. Maybe Baroni?
JS: No way. He’s way too tough. Remember him not dropping from that beating Amir gave him?
DW: Wait, where’s this show going to be again?
JS: Montreal.
DW: I GOT IT! Let’s bring back Montreal’s second-best known welterweight – Jonathan Goulet!
JS: You aren’t the best in the business for nothing, Dana!
DW: This will work two ways: He’ll sell some tickets and get KO’d in spectacular fashion in less than two minutes. Everybody wins!
JS: Woot!

Eh..
McFedries got in because he was with Milletich, but Hughes hasn’t been there for years, and Drew hasn’t been with Miletich since before UFC 98. I’d say he’s there because he’ll either clobber some fool to death, or get sub’d in spectacular fashion.
Goulet is around because of GSP, but mostly because it’s in Canada. They do this stuff when they go places like that, getting “local” talent for the crowd.. but man, I don’t understand why he hasn’t been cut yet.
